The bank issue was not over Jackson had only defeated a premature recharter attempt the bank still had 4 more years of operation under its 1816 charter. Someone else would let the matter die but Andrew Jackson was a man of enduring hatred and vitriolic bitterness. The bank war had infuriated him sufficiently to launch an offensive campaign of his own. A triumvirate of Henry Clay who was once again Speaker of the House of Representatives, George McDuffie and George M. Dallas the recharter bill sailed through the house. Jackson vetoed the recharter bill and fought for its enforcement. Clay pounced and led a spirited assault on Jackson’s veto. Jackson carried the day and his veto stood. Clay was not rattled he had prepared and timed this confrontation well. He expected the nation to rally around him to dump this military chieftain who used high handed measures to endanger the national economy. The Supreme Court under John Marshall would not declare the Bank unconstitutional. Congress was full of representatives including Jacksonian Democrats who were either entangled in Biddle’s web or defended the bank as a needed national institution. Inside his cabinet only Roger Taney could be relied upon to see his view on the Bank. With all of the cards against Jackson Biddle pushed the envelope in late 1831. Under the influence of Henry Clay Biddle was persuaded to bring up the issue of the Bank’s charter at the next session of congress.it was reasoned that any recharter legislation would pass Congress with little to no difficulty. Jackson would have to either sign or veto the bill. If he signed the bill he would lose his supporter base and the National Republicans would savage him. All the while the National Bank would have another 20 years to continue doing business. On the other hand if Jackson vetoed the recharter bill congress would override his veto and he would lose support among his supporters who would be outraged at his unconstitutional threat to national security and prosperity. After his reelection in 1832 Jackson set out on a personal vendetta against the National Bank claiming “It was trying to destroy him but he would destroy it”. Jackson justified the bank renewal veto because congress was acting in the interest of a special few and not the majority of Americans. He decided to remove all government deposits from the 2nd National Bank. Jackson argued that in creating the 2nd national bank Congress had exceeded its powers granted in the constitution. Jackson reasoned that it would be far better and simpler to use a deposit system for federal funds. Where financial stability would be ensured by the financial revenue of the republic and the nation’s credit rather than on the dividends from the bank. Biddle was also political he used the Bank’s resources to garner political clout chiefly bring in Henry clay and keeping him on retainer. After the election of 1828 Biddle even went out of his way to formulate and present a plan of action to Andrew Jackson on eliminating the national debt. The proposal a 5 year plan would have extinguished the national debt on the anniversary of the Battle of New Orleans January 8th 1833. Nicholas Biddle the Third President of the 2nd National Bank came to power over the bank at a critical time the first Bank President William Jones had acted as a contributing factor to the Panic of 1819 and helped to create the lasting image of the Bank as a harmful institution. The second president Langdon Cheves had reversed a lot of the damage but had not really put the Bank to full use or really restore confidence in the National Bank. Many Jacksonian Democrats were upset that the Banked had the ability to exercise so much power and that that power was based on public money. They also feared that the banknotes issued by the 2nd National Bank would gradually come to replace those issued by the State Banks since the 2nd National Bank’s notes could be used to pay federal taxes. Lastly the Old Guard Democratic Republicans repeated Jefferson’s objection to the Bank. Jackson used a strict interpretation of the Constitution to veto the Bank’s recharter and in the process introduced the economic principle of Laissez Faire into American politics. There was general mistrust of the Bank stemming from the panic of 1819. Small farmers and industrial workers in particular wanted only hard money specie. They opposed the used of paper money. The Bank was also opposed by businessmen and other banks who wanted to increase the circulation of paper money to make loans easier. The national bank prevented this using oversight powers when state banks began using unsound banking practices. The early Wall Street elite also opposed the bank and wanted to supplant it as the national’s fiscal heart. The consistent demand from the 2nd National bank for repayment in specie served as a restraint in the state banks. Who otherwise would have been tempted to print banknotes out of proportion to their reserves of specie. The 2nd National Bank’s constant demands for specie kept the state banks in line and not overextended and placed in a precarious situation. In this respect the 2nd National Bank controlled the growth of the Early Republic’s economy. The Bank could keep Banks from overextending themselves through excessive loans and issuance of paper currency. In hard times the 2nd National Bank could ease the strain by relaxing her demand for hard currency and allowing loans more freely. Secondly the 2nd national Bank was an odd institution being half government and half privately owned. The 2nd national bank was free to pursue investment policies in private corporations and in financing internal improvements with constant financial liquidity and huge capital reserves. The official purpose of the 2nd Bank of the United States was to function as the official Bank of deposit for the United States. The 1816 Charter for the 2nd National Bank gave it the powers to function as the type of institution the National Republicans yearned for. The 2nd National Bank almost immediately began serving in that capacity after its creation. Firstly it began to regulate the money supply since all Federal Taxes and Import Duties were paid to the 2nd national bank the bank had a constant flow of revenue in the form of State Bank notes. Jacksonian Democracy was made up of contradictory elements all of the components wanted change and was dissatisfied with the way things were but otherwise had very little in common. The only common denominator able to hold this group together was a strict interpretation of the constitution. Jackson thought of himself as an Old Guard Democratic Republican, he diverged from that in his eagerness to push toward radical democracy. If the farmers were the keepers of American Liberty and Virtue then it only made sense to allow those farmers to participate in the government directly with deferring to their betters. Jackson assumed that everyone in Washington would be pleased with his occupation of Florida he was mistaken. The Federal Government was negotiating the purchase of Florida from the Spanish and his actions nearly jeopardized the deal. Adams was able to smooth things out with the Spanish and complete the Florida deal. Jackson was given the position of Governor of the New Territory of Florida he quit in disgust after quarrelling with the outgoing Spanish governor. The outbreak of the war of 1812 gave further outlets for his aggression first in the form of the Creeks and then in the form of the British. With a violent lust of combat and shrewd maneuvering he astonished his soldiers sharing all of their hardships earning the nickname Old Hickory. The end of the war brought about his elevation to the rank of Major General in the Regular Army has the commander of the Division of the South which he headquartered at his slave plantation The Hermitage. Charles Dickinson Charles Dickinson in 1806 attacked Jackson publically about the adultery and Jackson responded by challenging him to a duel. Dickinson was an expert shot who had been put up to attacking Jackson so that he could kill him. Dickinson has the challenged had first shot and first squarely at Jackson, who was wearing a shot 3 sizes too big to confuse Dickinson as to where his body ended and the coat began was struck in the chest. Dickinson’s shot broke 2 of Jackson’s ribs, ripped open his left lung and lodged in his heart. According to Jacksonian legend Jackson did not flinch after being shot instead he slowly drew his pistol cocked the hammer and fired at a stunned Dickinson who thought he had missed his shot. Jackson’s shot hit Dickinson in the chest and he died later that night. Jackson was never prosecuted for the Murder if Dickinson. Louis Robards and Racheal Donaldson were still legally married. Robards now petitioned for divorce on the grounds of Racheal’s adultery with Jackson. To be sued for divorce on the grounds of adultery was humiliated Racheal beyond hope. After the divorce was finalized Andrew and Racheal Jackson were remarried. This event would haunt the Jacksons for the rest of their lives causing grief to Racheal and smearing the political aspirations of Andrew. Nobody tried to cross him they turned around and returned to camp, to fight the Creeks and British Jackson took raw recruits of farmers, backwoods militiamen, dragoons from Tennessee, Kentucky, Mississippi, Alabama, Louisiana, pirates from Barataria, Irish Immigrants, Slaves, Freemen and native allies transformed them into an effective fighting force that annihilated the most successful army in the world. Jackson’s election ushered in a new era in United States History that is named after him the Age of Jackson. It was at this time the bulk of the property qualification laws were over turned and the United States began to edge closer to democracy for adult white males. Jackson sailed through elections with clear cut large majorities. Jackson is the symbol of the democratic thrusts and reform of his day but he is an odd symbol of democracy. He was a wealthy southern slave owning aristocrat. Many of the policies he championed were not democratic he opposed most of overt democratic movements of his day. Most notably abolitionism, rights for free blacks, white women and Native Americans. The rights of these people deteriorated under Jacksonian democracy. In response Jackson asked for and received a Force Bill from Congress giving him the power to invade South Carolina with federal troops and bring her heel. John Calhoun attempted to convince the national government that South Carolina would not tolerate a national tariff and that they would nullify the tariff in the name of states rights. It was a bluff designed to cow congress into backing down not challenging South Carolina one of the Wealthiest states at the time and avoiding controversy regarding states rights. The Maysville road veto occurred because of Jackson’s insistence that internal improvements could not be paid for by the Federal Government and that they were states issues. Jackson had a narrow interpretation of the Constitution hence his blocking of the Maysville road, congress over stepped its bounds. Clay who had made a political recovery after the election of 1828. The battle over internal improvements reached a climax over the Maysville-Washington-Lexington Turnpike, which Congress had bought 50%stock in. This highway would run across the United States. The Cherokee as we previously discussed had a written language, were an agrarian people, had a constitution and were slave owners refused to move they took their case to the Supreme Court with help from their white friends. The Court ruled in Cherokee Nation V. Georgia and Worcester V Georgia that the Cherokees could not bring suit but as a domestic dependent nation they were entitled to federal protection from the State of Georgia. Jackson refused to back up the Court stating that “Chief Justice John Marshall had made his ruling now let him enforce it”. Jackson refused to enforce the Supreme Court’s ruling because it did not defend the interests of the people. The popular outrage over this election swamped both Clay and Adams expectations. The outrage in fact swelled with the announcement that Clay had been named Adams’ Secretary of State. Even if there had been no bargain between the two the offer of the State Department by Adams and the acceptance of the offer by Clay ruined both men’s credibility.
